Before asking for more pages, write the customer question each proposed page will answer. If two pages would say essentially the same thing, the structure may need simplifying. If one page is trying to address several unrelated situations, separation may help.
Other requirements deserve explicit discussion: existing-site content, domain access, photography, special integrations, and who supplies the copy. Do not assume those needs are covered merely because two quotes have the same page count.
